is this wine of value

As for value, Ch. Rouselle isn't one of the stars of Bordeaux, and the current release goes for about $13. 1983 was an okay vintage and very well stored Bordeaux from top producers is still drinking well. So, there's no real value to the wine, and if it had decent storage, I'd drink it up but have a back up bottle - just in case.
