HTML Question

Just out of curiosity, why is HTML only enabled on the Tech and Moderator categories?
Occasionally I'd like to post with a hot link to a wine related subject and can only do so in those two areas....what gives?

We may have to wait till Jackie comes back, but I have the same question. Have made to two consecutive posts on a thread and had one hypertexed and the other not. And it's not just Tech & Moderator. Just yesterday I put one on Moderator and it wasn't hypertexed. The maybe yes, maybe no occurs all over the board.
