Premier Cru labeling on French Burgundy wines

Why is it that sometimes the bottles do have the indication clearly that they are Premier Cru whereas sometimes they do not, even though they have clearly been identified with their field or climat? Example: Simon Bize & Fils has these two bottles:
Savigny-les-Beaunes
Aux Grands Liards 1998
Savigny-les-Beaunes 1er Cru
Les Fournaux 1997

Two possible reasons: the wine might not have been produced from the 1st cru location of that producer, or the wine might not have lived up to its 1st cru status for that vintage.

The answer is quite simple: Aux Grands Liards is not classified as premier cru, whereas Aux Fourneaux is (or at least half of it is). What made you think otherwise?
