Wine in Rioja

I am doing a project on how regulations effect the wine industry in Rioja. I want my project to be a well-rounded discussion, but am finding it hard to gather information. My project will include the D.O.C, the Consejo Regulador, EU regulations and regulations by the Spanish government. What I really need to know is the disadvantages of regulations. There must be some regulations that benefit some bodegas or wine growers will disadvantaging others.
Is there anyone who can help me?
