It may sound like your question is simple, but it is actually very complicated.

It depends on where your friend lives, where the store is, and specifically where the store is in relationship to your friend.

Washington is a so-called reciprocal state, but only between wineries not retail stores.

Washington retail stores can, I believe, ship to Washington residents but not to most other states.

Give us more specific info and we'll try to give you a better answer.
