What exactly does a BIN # means? Is the wine any better/worst because of it?

Welcome to the board. Bin # can mean anything the winemaker wants it to mean. Typically, it's a way of designating a particular cuvee' (blend) from a particular vintage, but there are no rules that govern the term's useage.
