Make Chilean Wine?

I see little signs (like the wire-legged campaign type) along one of the roads around here. They say,"Make Chilean Wine" and there's a phone number. What do you think that means? Somebody gets a lot of grapes from Chile and you pay to make wine or something? Anybody familiar wih something like this?
