I'm new to champanges and was wondering what is a good bottle of California sparkelling wine for the new years for about $20.00?

For just a few dollars more I like "J" and S.Anderson Blanc De Noirs or Brut.

Just about everything Gloria Ferrer makes is a gold medal winner

For $20 you can buy a real french champagne instead a sparkly wine. But I don't recommend you a brut if you are new in champagne, try a sec one, is not as dry as brut. My girlfriend and me likes the Clicot but I guess in USA you can have lot of options more.

There is a nice sparkling wine from New Mexico that I tried recently that is inexpensive but quite good, the name is Gruet, I recommend the blanc de noirs

It should cost around $13.
