The way you frame the question, the answer is: it's illegal. You cannot bottle wine without a license.

You can have a private label slapped onto a wine, but for that you need to go to a winery and ask if that producer is interested in such an arrangement. Generally, you design, pay for and pay the government approval fees for the label, and the winery simply puts in on the bottles for you. Usually, the winery will not offer you its best wine for a private label.
