Received glassware gift, help identify?

Hello! I feel embarassed to ask, but I'm trying to figure out what I received from a friend... I recognize the decanter, tho I'm not exactly sure of the manuf. or anything more about it. But what is the little bottles with a glass bowl?? Any experts out there care to shed some light on what I received and where I can learn more about it?
