Yeah, as Hotwine mentioned there is no real best way as it is so very dependent on the glue used, how its been stored and how long it's been on the bottle. I've been able to get labels off by just peeling them from the bottle on newer vintages to using high heat from my embossing gun for older bottles.
I second the idea of buying clear contact paper over the expensive single sheets that wine shops offer, a waste of money that could go towards more wine, he's given you a very good suggestion! Good luck!
