Traditionally the foil is cut just below the lip at the top of the neck. The reason for this is that a long time ago the foils were actually lead lined and you wanted to keep the lead out of the wine.

Now - it really doesn't matter. I generally cut it below the lip and take the whole cap off - then I remove the cork.

I'm a perfectionist and traditionalist.
