I am happy to see a fellow Ohioan in this mix. In regard to your question/questions when you plant vine stalks from scratch, in my area, it will take three years until the vines will be fruit bearing. So until that time I am buying in grapes of what I plan on using in the vineyard and attempting to refine my wine making techniques. So by the time the vines are fruiting I will be comfortable in the process.
As for visiting the vineyard, that would be perfectly acceptable. At this point I would say it is no more than simply bare land. I just had a guy come in and cultivate the ground. So hopefully I will be installing the posts and trellises shortly.
