If you have an agricultural station nearby, that might be the place to offer lab analysis. A winery might do it for you, but I don't know why, unless you know someone.

Alcohol by volume is among the most difficult things to measure accurately, which is why the US government allows wineries leeway of 1.5% up or down--a 12% by volume can be as low as 10.5% or as high as 13.5%.
