If you go into a good wine shop that carries accessories, you should be in luck. Many shops carry a decanter cleaning tool. It's about a foot long and it's a bendable metal rod with soft chenille cloth over it. We've had one for a few years and it works great. Also, use a good soap like Seventh Generation. It's all natural with no petroleum or perfumes. Most dish soaps are petroleum based and can leave a film on your glasses and decanters. I get mine at Whole Foods Market.

BTW, if you can't find it locally, you can get a decanter cleaning brush at Wine Enthusiast - www.wineenthusiast.com/shopping/prod_detail/main.asp?productID=9603&cat=HD&catID=19&uid=D50D85F3-2E1F-4A51-A618-67BC726E995B
