Welcome to the Wine board, Richard. To answer both questions very succinctly - a. No; b. Probably not. Brouilly is best usually from a few months to just a few years after it's bottled. However, you just never know what little surprises may await, so open them up and give them a try. Make sure you have a backup bottle available. As for value - the current vintages of both are going for about 6 euros or less.
