I'd recommend Monterey or Santa Barbara counties except for the high cost of living, including taxes. For the wealthy, the living there is really nice. Moderate temperatures year round, ocean or bay access, wine country nearby, good restaurants, livable traffic situations, and in the case of Monterey, not too long a trip to get to San Francisco if you want to take in opera, symphony concerts, theater, etc.
