Case discounts on sale wine?

I don't usually purchase wine by the case but today I went to a wine store for a particular French wine. The wine was on sale for $9.49 per bottle and I inquired about case discounts in general. The owner told me 20% for full case, 15% for mixed case. I asked for a case of the particular sale wine and when I got to the register I was charged the $9.49 per bottle plus tax. Here's the question. Is it common practice not to offer case discount on sale wine. I brought my question to the owners attention and his response was..."I hope you didn't think you'd get 20% on sale wine?" Well I was hoping.....the next time I won't think!
