I found this artical from July. I am shure that I saw an artical around October where this bill had passed. I haven't heard about an appeal.

Wineries that buy a yearly $100 permit will be able to ship their products directly to N.C. consumers under legislation near passage in the General Assembly.The Senate version of the wine shippers' permit bill passed the House on second reading Thursday.
