That sales tax thing is problematic--for the store. If the store does not charge sales tax, then the store has to justify its decision on the basis of having sold the wine to an out-of-stater, which in most cases is illegal.

Quite complex. When a store in a non-reciprocal state sells to out-of-state, that store has no recourse but to charge sales tax, because, technically, the store cannot show a sale to out-of-state people, so the store is liable for sales tax on all its sales.

This wine shipping PROHIBITION is a lot more complicated than you might expect.
