The sparkling Domaine Ste. Michelle (Washington state, I believe) can't be beat. For $11 it compares quite well to far more expensive sparklers.

The Spanish bubblies (such as Freixenet and Cordoniu) are lovely and quite inexpensive. Some are brilliant.
