For Sacramento, IMHO Cost Plus has generally good prices on standards, but a less than inspired selection. BevMo really doesn't have that great of prices, and the staff are not very knowledgable. Grocery stores (Raley's, BelAir, etc) are marginal at best, but okay if you need to pick up a bottle when you are doing your grocery shopping. Trader Joe's can have some good deals if you know what to look for, but also has a lot of plonk that's specially bottled for them.

For real wine shops, I recommend Beyond Napa at Fulton and Fair Oaks, the Nugget Market at Florin and I-5, The wine consultant on Greenback, Corti Brothers on Folsom Blvd., and the Wine Merchant near the Folsom outlets. All of these places have real wine professionals who actually tasted and selected the wines for their stores.
