The answer to your question lies with the caterers and establishments that do weddings, et al. They get the crummiest sparkling wines for two reasons: they make a bundle of money on them, and their customers do not complain about the situation.

I will never understand why people do not demand what they want for their weddings and other major celebrati instead of allowing a suited wedding planner or catering manager with snooty attitude tell them what they will be forced to pay for.
