There are no NYState laws that prohibit wineries from selling wines through the three tier system to any other state. There are NYState laws that prohibit shipping to consumers from out of state.

And, there are laws in some states (Pennsylvania comes to mind) that are so corrupt it is difficult for wine to get into the state stores.

You likely can't get NY wines in RI liquor stores because

1. the distributors in your state aren't buying them

2. the ones you seek are in small production and so little is sold out of NYState

3. a combination of the two
