I will be going out on a Cruise next week. As you may know, chances are that, during dinner, I will be seated with other people that I don’t know before hand.

If you were in a similar situation, would you order a bottle of wine and share with the rest of the table? Order the wine by the glass?

I don’t want to look rude, or cheap stake, but the truth is that I work hard for my money, and I don’t have that much anyway.

You have no responsibility to buy wine for people you don't know. I would start of by buying wine by the glass, or if there are two of you, you might get a bottle for just the two of you. Once you get to know people, you can begin to share with them, and they with you. If you are invited to sit at the Captains's table, he/she will buy the the wine. There is an account for that.
