What exactly is a Sirah Wine...is it a offshoot of Cabernet Sauvignon ...or what...

Usually spelled Syrah (in Australia usually called Shiraz) this grape came to prominence as the main red grape in northern Rhone wines and as a blending grape in southern Rhone regions of France. It usually is both fruity and spicy. (I don't generally think of Cabernet Sauvignon as a spicy grape). Cabernet Sauvignon is a separate varietal.
In Australia blends of Cabernet Sauvignon and Shiraz are popular--sometimes Merlot grapes are blended in as a third varietal.
